  1. The quickest way to get out of debt is to pay the interest on everything, and put as much as possible towards whatever has the highest interest rate.

    Similarly, a pretty good way to solve problems is to make sure none of them get worse, while putting as much effort as possible towards the worst one.

    That's (maybe) what this is. Or at least, it is an experiment to find out if it is.

  2. No, its not what it's about. 

    Kenya has a HUGE wealth disparity, 2/3 of the wealth of the country is in the hands of about 8,000 people (out of a population of 45 million people). GDP is around 55 Billion dollars for the country. 

    This program is about targeting specific rural villages and giving them the equivalent of $1 a day for the next 10 years to each individual in that village at the start of the experiment. They will have full control of their money, no government middle men (which is good, as its one of the most corrupt governments in the world, with bribery necessary to do nearly anything, including get government benefits or a job).

    These are people that are living at a level of bare survival being given a chance to have the smallest amount of security from starvation/famine etc. 

    These aren't people in debt - they have no credit to begin with. Or actually any assets since they are often no better than sharecroppers from the 1800s.
