Every shoe company builds around different lasts; if your current shoes fit well stick with them.
Go to a store that takes footwear seriously and have them measure your feet. Length isn't super relevant to a good fit; heel-to-ball is. If someone measures your feet and ignores heel-to-ball don't listen to anything they say about fit. If they measure your feet while you are sitting just leave.
I got some of my best shoes from yard sales for less than $5, but you have to be willing to go to lots of yard sales and walk away from anything that doesn't fit perfectly or that has too much wear. And occasionally you get ripped off. You probably can't wait until summer 2020.

Merrell has a series called Arctic Grip which are water proof, semi insulated, and have special no slip soles that work great on ice.

Ralph Mazza Will confirm that the Arctic Grip shoes are damn handy on ice and in rain. (Used them in the Arctic.)
